The Technical University of Civil Engineering of Bucharest (UTCB), as the Organizing Institution for Doctoral Studies (IOSUD), obtained on the basis of the proposal of the National Council for Attesting Titles, Diplomas and Certificates (CNATDCU) and the approval of the Ministry of National Education, organizes PhD university studies in the field of “Engineering Sciences”. Only one Doctoral School functions in UTCB.
Doctoral studies organized by the UTCB Doctoral School take place in the following domains and fields of science:

The mission of the Doctoral School
is to achieve and develop the activity of doctoral education and implicitly of in-depth scientific research in its fields of competence, for the benefit and progress of society.
The vision of the Doctoral School
is expressed through the following strategic concepts and objectives:
- Promoting the values which derive from the doctoral studies in their fields of competence but also in related fields of interest for the development and progress of society;
- Maintaining UTCB as the main university of tradition in Romania in the field of civil engineering and installations, with outstanding achievements derived from university doctoral studies;
- Using the investigation, research, development, and innovation capacities of the doctoral coordinators and those of the doctoral students in addressing and solving problems encountered in civil engineering;
- Strengthening the existing doctoral studies directions and promoting new directions by expanding competencies if they will be needed in society;
- Recognition of UTCB in Romanian society as a promoter of doctoral studies in the fields of civil engineering and installations, mechanical engineering, industrial engineering, but also in related fields;
- Achieving a positive scientific, economic and social impact, actively contributing to its areas of competence, tackling sustainably and permanently the difficult issues society is facing;
- Stimulation of doctoral studies through specific measures for the development of the material base and human resources.
The values promoted by UTCB Doctoral School are:
- Innovative thinking means promoting creative ideas that can generate new values, but also a balanced assessment of the effects of these ideas. The following objectives are undertaken by the Doctoral School:
- It will encourage creative thinking in the field of doctoral studies;
- It will receive positively new ideas from a wide range of approaches and solutions;
- It will encourage the publication of results derived from university doctoral studies in the form of original technical and scientific papers in publications which have an appropriate level that will take UTCB to a higher level of institutional classification;
- It will encourage critical analysis of thought as well as that of the generated alternatives.
- Credibility derives from knowledge, understanding and their proper communication, but it also includes recognition of the situation when knowledge and understanding are insufficient or erroneous.
The following objectives are undertaken by the Doctoral School:
- It will develop knowledge and understanding of technical sciences in its fields of activity but also of its connected or related sciences;
- It will accumulate new technical and scientific knowledge and skills through the development of university doctoral studies;
- It will bring results and will benefit from the experience of other institutions by collaborating with them and by exchanging competencies;
- It will have a correct approach of the process of conveying its knowledge in a correct manner, through the work completed as a result of doctoral studies;
- Its knowledge will be communicated honestly, in a way that leaves no room for erroneous interpretations;
- It will be well-intentioned in disseminating its knowledge, and it will communicate in a manner which allows the beneficiary to use the knowledge communicated directly and effectively.
- The commitment derives from both the serious approach of the work and by recognizing the responsibility of one or more people in a collective effort. The following objectives are undertaken by the Doctoral School:
- It will stimulate the development of university doctoral studies by engaging current experienced staff and also by attracting other valuable people;
- It will provide support to young, trained staff that undergoes training, involved in PhD studies, in order to complete their professional training;
- It will provide an environment for expressing ideas for all its employees who are interested in pursuing doctoral studies;
- It will position itself as a dynamic university, among the best universities in Romania and worldwide in terms of university doctoral studies; It will stimulate its employees on an individual and collective level to actively contribute to the productive, mental and social work environment, as an important part of the work culture promoted by UTCB.
The strategy of The Doctoral School is implemented by:
- The Strategic Plan that includes general objectives concerning the long-term development of the Doctoral School (time horizon 2020);
- The Medium-Term Strategic Plan materializes the objectives for the current term of the Doctoral School’s leadership;
- Annual Implementation Plans – include the specific measures considered in that year.
