TEODOR STEFAN (b. 1995) is a visual artist, lecturer at the National University of Arts in
Bucharest and certified restorer of cultural heritage accredited by the Ministry of
Culture. Between 2019 and 2022 he was active as an assistant professor and since
2022 he has been responsible for courses in Color Theory, Easel Painting Techniques
and Restoration within the Painting Department of UNArte. He is a member of
several creative organizations both in the United States and Romania, including the
Center for Book Arts, Letterform Archive and the Union of Visual Artists. To date, he
has participated in over 100 exhibitions, including 30 international ones and 5 solo
shows. He is currently living and working in Bucharest.

ELENA TUDOSE , PhD
Dr. Elena Tudose serves as State Secretary for European Funds, Climate Change, and Water at Romania’s Ministry of Environment. She has over 20 years of experience in public policy—both in academia and practice—leading research, teaching public administration, and collaborating with institutions such as the World Bank and UNICEF. Previously she coordinated Romania’s 2021–2027 funding programs, held roles as city manager, and implemented green infrastructure, lake restoration, and climate neutrality projects.

CLAUDIU PĂTRAȘCU , Dr. Ing.
Dr. Claudiu Pătrașcu is an Associate Professor at Politehnica University of Bucharest. His lectures cover Fluid mechanics, Transport Phenomena, Bio-fluid dynamics, and Interfacial Phenomena. His main research interest lies in the fundamental aspects of fluid physics, with a particular emphasis on exploratory studies of interfacial phenomena that occur at length scales which define the dynamics of interfaces and drops. Extending the words of D’Arcy Thomson, Claudiu often winds up facing the same challenges as a water beetle that may find the surface of a pool a matter of life and death, a perilous entanglement or an indispensable support.
